Governor Signs Bioproducts Initiative

Legislation Would Promote Biobased Products

(Statehouse) April 4, 2007 - Governor Mitch Daniels today signed House Enrolled Act 1281, co-authored by State Representative Tom Knollman (R-Liberty), designed to spur research and investment into the manufacturing of biobased products in Indiana. The bill received overwhelming support, passing the House of Representatives 96-0 and the Senate 47-0.

Biobased products are products produced from plant and animal sources that would otherwise be produced from petroleum-based sources. They are generally safer for the environment than their petroleum-based counterparts, and are usually biodegradable and recyclable.

“I am pleased that Governor Daniels has signed the bill,” Rep. Knollman said. “The Indiana Bioproducts Initiative will bring more research dollars to our state and promote rural development in Indiana.”

House Enrolled Act 1281, The Indiana Bioproducts Initiative, will require governmental bodies and state educational institutions in Indiana to purchase biobased products so long as the biobased products are reasonably available, comparably priced, and comparable in performance.

The initiative will also establish the Indiana Biobased Products Advisory Commission (IBPAC) to study and recommend policies to encourage the use, manufacture, and development of biobased products by Indiana government and the private sector, and to position Indiana as the national leader in manufacturing biobased products.

“The act will open up new markets for farmers, create an economic boost for our rural communities, help improve our environment, and reduce our dependency on foreign oil,” Rep. Knollman said.

“This initiative can only help Indiana and our constituents, encouraging farmers and manufactures in the area to use bio based products, they are environmentally sound and economically just makes sense.”
